custodian Effective April 1, 2009, a claim is now attributed to only one person in the Fichier central des sinistres automobiles (FCSA), namely the custodian of the vehicle at the time of the accident. The custodian is the person who was at the wheel when the accident happened, or the person who had charge of the vehicle when it was damaged or stolen.
